The key point in the formation of this design is the key role of steel in the country's industry.

The steel industry is the first and most basic point of any industry, including construction, automotive, and even agricultural and manufacturing machinery. The need to display the starting point or gateway of this collection, along with taking ideas from the physical elements in the collection and adaptations from the Grand Mosque of Sabzevar, is reminiscent of one of the most interesting techniques used in Iranian architecture.

By examining the two horizontal social layers and the vertical celestial layer (sign) in both buildings, which are indebted to the modern and ancient eras, we arrive at a discontinuous structure that fully meets the design criteria. Among the common physical and structural proportions between the Sabzevar Grand Mosque and the Pars Steel Factory in Sabzevar, we can point out the two layers of breaking the sky line, by two elements, one of which is the cooling towers and the other, the minarets of the mosque. The structure of the ground layer, which represents social activities, is another point of similarity and commonality between the two buildings.
